- 2 tablespoons butter
- 6 cloves garlic minced
- 1 tablespoon all-purpose flour
- 1 cup heavy cream
- 1 cup whole milk
- ¾ cup grated Parmesan cheese
- Salt to taste

Cook penne pasta in generously salted water until al dente. Drain and set aside, reserving ½ cup of pasta water.
In a large skillet, melt butter over medium heat.
Add minced garlic and sauté for 1–2 minutes until fragrant.
Stir in flour and cook for 1 minute to form a roux.
Gradually whisk in heavy cream and milk until smooth.
Stir in Parmesan cheese and whisk until melted and sauce thickens.
Season with salt, black pepper, and optional red pepper flakes.
Add cooked penne and toss to coat. Add reserved pasta water if needed.
Serve immediately, garnished with fresh parsley and more cheese if desired.
Use freshly grated Parmesan for the smoothest, best-flavored sauce.
Add grilled chicken, shrimp, or spinach for protein or extra flavor.
Reheat leftovers with a splash of milk or cream to loosen the sauce.
Can be made vegetarian by skipping meat add-ins.
