In a heavy saucepan, combine the milk, butter, and strawberry powder.
Place the pan over medium-low heat. Stir constantly with a spatula.
Cook and stir for 10 to 15 minutes. It should peel away from the pan.
Transfer the mixture onto a lightly greased plate. Spread it out.
Let the mixture cool at room temperature for 30 minutes.
Grease your palms with a small amount of butter.
Scoop one tablespoon of the mixture. Roll it into a small sphere.
Roll the sphere in white sugar until it is evenly coated.
Place the treat into a mini paper liner. Repeat with the remaining mixture.
